have you tried the notesclient notes.ini?
ShowMIMEImagesAsAttachments=1

Also maybe you can force plain text messages (as inline images only avail with rich text)
found a traveler notes.ini you can try
NTS_MIME_ENSURE_PLAIN_TEXT_PART
If set to true, this creates a text/plain version of mail messages sent from the device if it does not already exist. This can be useful for older mail programs that do not support HTML.
